Receipts-ready agenda items

When a staff report includes these four lines, anyone can check the result later from the district's own public reports, without a records request and without extra work at year-end. Add them to the Fiscal Impact or Background section of any action item that comes with a goal.

FOLLOW-UP (copy into the agenda item)

  1. 1.

    Stated goal:

What this action is expected to achieve, as a specific result: an amount saved, a completion date, a service level, or a reserve to keep.

  2. 2.

    How we’ll measure it:

The number or fact that will show whether the goal was met, and what it will be compared with.

  3. 3.

Which public report will show it:

The regular report where the result will appear, such as the Unaudited Actuals, an interim budget report, the LCAP annual update, or a Notice of Completion.

  4. 4.

    Review date:

When that report will be available. If no date is named, Receipts uses the Unaudited Actuals for the first full year the change is in effect.

Example

From a real HBCSD item: LED lighting retrofit project (October 14, 2025). Line 1 is the district's own wording. Lines 2 to 4 show how Receipts filled them in, for illustration.

Stated goal
“It is projected to yield $105,650 annual energy savings and nearly $3 million in total savings over 20 years.”
How we’ll measure it
Compare district electricity costs for a full year before the retrofit with 2026-27, the first full year after it. A district energy or utility report would show this most directly.
Which public report will show it
Unaudited Actuals for 2026-27, or a district energy or utility report
Review date
September 15, 2027

Why it helps

  • Results become checkable on their own. Most "Not enough data" stamps on Receipts so far come from year-end reports showing totals, not single positions or programs. Naming the report up front fixes that.
  • It takes four lines. Staff reports often state the goal already. The other three lines are short.
  • Good decisions get noticed. When a goal is met, the board and community can see it, with the source.
