  1. Goal met

    Goal (the district's words)

    • “Increase the reserve for economic uncertainties to at least seven percent of the general fund expenditures and other financing uses.”

Goal met · Review date September 15, 2023 · Not yet invited

The district's 2022-23 year-end report (Unaudited Actuals, approved September 12, 2023) lists a "4% Board Policy Reserve" of $3,154,626 and a "Reserve for Economic Uncertainties (3%)" of $2,365,970, which together equal the 7% goal. The same 4% and 3% reserves appear in the 2023-24 and 2024-25 year-end reports, and the 2025-26 report lists a 5% board policy reserve plus the 3% reserve. Percentages are the district's own labels.

  2. Goal (the district's words)

    • “the principal amount of the Certificates to remain outstanding will total $1,730,000.”

Goal met · Review date September 15, 2023 · Not yet invited

Before the prepayment, the loan's schedule ran to 2035 with $11,730,000 outstanding. The debt schedule in the district's 2025-26 year-end report (Unaudited Actuals) shows a Certificates of Participation balance of $1,230,000 on July 1, 2025 and $730,000 on June 30, 2026. That is consistent with the $1,730,000 the district expected to remain after the prepayment, followed by regular payments.

  3. Goal (the district's words)

    • “HBCSD will reduce class sizes to an average of 25:1 for elementary grades and 28:1 for middle school grades, with the exception of PE”

Goal met · Review date September 15, 2023 · Not yet invited

In the 2022-23 annual update (part of the 2023-24 LCAP, presented June 20, 2023), the district reported that it "successfully implemented class size reduction." It spent an estimated $2,079,870, which is $328,039 more than budgeted, to hire additional staff to minimize combination classes at elementary schools. The update doesn't list the average class sizes reached, so this result is based on the district's own report.
